Senior Quality Manager β WMATA Programs
Washington, DC Area | Hybrid | Full-Time (Permanent)
Caliber is seeking a Senior Quality Manager to lead Quality Assurance and Quality Control across ongoing WMATA projects in the DC metro area. Multiple openings available.
This is a program-level leadership role responsible for the full implementation, execution, and continuous improvement of the Quality Management System (QMS) in alignment with FTA and ISO 9001 standards.
This position operates with independent authority over quality, reporting above the Project Manager, and plays a critical role in ensuring contract compliance, audit readiness, and overall project success.
π₯ Role Impact & Authority
- Full ownership of the Quality Management System (QMS) across multiple projects
- Authority to enforce compliance and stop work if required
- Direct interface with WMATA and jurisdictional authorities
- Responsible for quality compliance tied to project approvals and payment certification
π Key Responsibilities
- Lead all QA/QC activities in accordance with WMATA and FTA Quality Management requirements
- Establish, implement, and maintain the Quality Management System Plan (QMSP)
- Develop and oversee Inspection & Test Plans (ITPs), quality procedures, and reporting systems
- Manage internal audits, external audits, and Authority oversight reviews
- Oversee on-site and off-site testing, including subcontractor and supplier quality performance
- Ensure proper management of:
- Nonconformance and corrective/preventive actions
- Quality records and documentation systems
- Inspection, testing, and calibration processes
- Conduct regular site visits across active work locations (minimum weekly presence)
- Participate in Substantial Completion and Final Inspections
- Lead monthly/quarterly management reviews and quality reporting
β Required Qualifications
- Bachelorβs degree in a construction-related field
- ASQ Certification (CQA, CQE, or similar), or
- Completion of a RABQSA/RABASQ-approved ISO 9001 Lead Auditor course
- Minimum 10 years of quality management experience
- Minimum 5 years in a management role in construction, manufacturing, or production environments
- Demonstrated experience leading QA/QC auditing programs and QMS implementation
- Strong familiarity with FTA Quality Management System guidelines
π Preferred Experience
- Experience with WMATA or other transit/rail programs
- Experience managing multi-project or program-level quality systems
- Strong background in ISO 9001:2015 implementation and auditing

Safety & Security Certification Manager β WMATA Programs
Caliber is seeking a Safety & Security Certification Manager to support WMATA projects. This role leads the full Safety & Security Certification (SSC) process in compliance with FTA and WMATA requirements.
π Key Responsibilities
- Lead SSC process and manage Certification Plans (SSCMP, SSCP)
- Develop and maintain CIL and CEL
- Conduct PHA, OHA, and TVA
- Ensure compliance with FTA 5800.1 and WMATA requirements
- Interface with WMATA SCRC and stakeholders
- Track hazards, certification status, and documentation
- Support testing, commissioning, and final certification
β Required Qualifications
- 5+ years Safety Certification experience (FTA-based)
- 2+ years rapid transit construction experience
- CSP, TSSP, WSO-CSD, or equivalent
- FTA/TSI certification training (within the last 3 years)
